Discusión
Las emergencias ambientales suelen destruir sistemas
ganaderos en todo el mundo. Los organismos
internacionales como la Organización de las Nacio nes
Unidas para la Alimentación y la Agricultura (FAO) u
organizaciones no gubernamentales asisten a los
países ante eventuales crisis con un co nj unto de
acciones “estándar” como alimentos, productos
veterinarios y animales (FAO-Nep al Food Security
Cluster, 2015), pero no se encuentran antecedentes de
haber asistido a la em ergenc ia con animales de una
raza local. Por el c o ntrario , se hallan experiencias de
entrega de animales de razas transfronterizas en
reemplazo de locales para atender la emergencia
(Smith, 2016). La interacción genotipo-ambiente, así
como el conocimiento local son poco considerados y
en aquellos cas o s que sí lo hacen se observa el uso
predominante de recursos foráneos en lugar de los
locales (Getachew et al 2016; Tegegne, et al., 2009).
Getachew et al. (2016) también señalan que existe
poca información científica sobre las características de
las razas locales, lo que conduciría a una escasa
utilización de sus atributos. En este sentido, Capretti
(2019) afirma que en Patagonia los animales de razas
locales y/ o criollas carecen de valoración positiva por
la falta de reconocimiento académico y social de su
aporte productivo, la no comprensión del rol que
juegan en la economía doméstica y su vínculo al
mercado. El caso de estudio muestra que, por el
contrario, los conocimientos académicos y
tradicionales existentes sobre la C C N (Lanari, 2004;
Pérez Centeno, 2007) fueron aprovechados y puestos
en acción.
Los resultados de este artículo confirman el
comportamiento reproductivo y la plas tic idad de las
CCN en su lugar de origen (Lanari, 2004). No obstante,
la logística al momento de la introducción condicionó
el desempeño productivo en las experiencias (Tabla 2).
Asimismo, se observó que a las CCN se les asignó el
rol de productoras de carne en lo s sistemas mixtos, sin
desplazar la producción de fibra, y dando lugar a la
recuperación de la cantidad de OM y CA. La respuesta
de las familias beneficiarias, diversificando ganado y
productos, ha mostrado ser superadora respecto a los
sistemas monoculturales, que ofrecen escasas opciones
para reaccionar frente a las adversid ad es (Wilson et al.,
2011; Nuñez et al., 2020). En esa línea, Mueller et al.
(2018) sugieren que la crisis del volcán y las posibles
emergencias futuras debidas al cam bio climático
deberían hacer reflexionar a los investigadores sobre
los sistemas productivos patagónicos predominantes y
su cap acid ad para producir carne, en sintonía con la
intención y los resultados de la experiencia de
repoblamiento con CCN.
La rápida generación de excedentes, impulsó la
integración de familiares a la actividad productiva, así
como los mayores ingresos favoreciero n mejoras del
hábitat y la calidad de vida de las familias campesinas.
Esto se contrapone con lo observ ad o en eventos
naturales precedentes, como la nevada del año 1984,
donde numerosas familias rurales migraron (Muzi y
Losardo, 2015).
Por último, se destaca el rol de los grupos
multisectoriales que se conformaron para abordar la
emergencia socioeconómica y prod uc tiv a a nivel
regional, y acompañar las oportunidades y las
estrategias de diversificación que surgieron a partir
del repoblamiento. El enfoque que tuvo dicha
propuesta se contrapone a la fragmentación y
focalización de las políticas de desarrollo rural que se
hicieron en distintos momentos históricos en
Argentina y muestra la importancia de un ab o rdaj e
integral, territorial, multidisciplinario y sostenido para
la consolidación de este tipo de experiencias
(Lattuada, Nogueira y Urcola, 2015).
Conclusiones
El desem peño de las CCN permitió garantizar el
autoconsumo familiar y recomponer el stock de
animales de fibras, aumentand o la diversidad del
rodeo. Así aportó no sólo a la seguridad alimentaria,

En el taller participaron 51 campesinos de la Línea
Sur y 4 del Norte Neuquino. El intercambio de
conocimientos en torno al desempeño productivo de
las CCN, la c o lec ta de cashmere y prácticas de manejo,
mostró el valor de éstas para adaptarse a las
condiciones extremas en estos sistemas campesinos.
Por último, el seguimiento posterior de la propuesta
de repoblamiento mostró que en la experiencia
Comallo 2014 el 90 % de las familias pudieron
devolver lo s animales previstos, lo que posibilitó en
2018 una nueva entrega de animales a 18 familias de
parajes rurales cercanos (Mencue y Ñorquinco).
